History of Council

COUNCIL HISTORY

Since the establishment of the government of the Republic of Korea, the local autonomy act was first enacted (No. 32) on July 4, 1949. In April 1952, a local council was organized after municipal, eup and myeon council members, but it was suspended by #4 of the decree of the Military Revolutionary Council on May 16, 1961. On September 1, conventional local autonomy act became void with the establishment of temporary measures act, transforming the administrative system into the government-centered and –directed local autonomy.

  • 1st council ( 1991.4.15 ~ 1995.6.30 )
    Local Autonomy Law was first promulgated as Law Title 400 on April 6th, 1988. Then it was amended to Law Title 310 on December 31st, 1990. Election for members of draft committee was executed on March 26th, 1991 and finally the 1st Songpa District Council was formed on April 15th, 1991. 44 members from 27 administrative dongs were elected and constituted and operated into 4 committees such as Steering, General Affairs & Finance, Public Health, and City Construction. Hold 4 regular sessions and 33 extraordinary sessions.
  • 2rd council ( 1995.7.1 ~ 1998.6.30 )
    Based on public office election enacted on March 16th, 1994 and rigged election prevention law, in conformity with National Simultaneous Local Election held on June 27th, 1995, 45 members were elected for 2nd Songpa District Council. Activated in 5 standing committees such as Steering, Finance, Public Health, City Construction, and Administration to work on Songpa healthy development focusing on inhabitants interests and welfare promotion. Operated 3 regular sessions and 26 extraordinary sessions up until June 30th, 1998.
  • 3rd council ( 1998.7.1 ~ 2002.6.30 )
    In conformity with National Simultaneous Local Election held on June 4th, 1998, 28 members were elected. Constituted Steering, Administrative Welfare, and Financial Arbitrate Committee to work on Songpa advanced development and to realize the best council with our inhabitants by concentrating on parliamentarism activities. Operated 2 periodic sessions, 4 regular meetings and 42 extraordinary sessions up until June 30th, 2002.
  • 4th council( 2002.7.1 ~ 2006.6.30 )
    The fourth Council according to local election whole country same time on June 13, 2002, 28 member of the National Assemblies were elected, and the fourth Songpa District Council was composed on the same year July 9. Did best in qualitative improvement and dimension high Songpa's resident cloth promotion ago area achieving speaking by proxy and role of local resident being active to steering committee, administration cloth committee, finance Construction Committee, 3 standing committees, Operated 9 periodic sessions, 28 extraordinary sessions until June 30, 2006.
  • 5th council( 2006.7.1~ 2010.6.30 )
    The 5th council elected 21 representatives in district constituency and 3 in proportional representation in 10 electoral districts. So total 24 representatives were elected in the national election of the local government on May 31, 2006. The 5th council has 4 standing committee including steering committee, administrative and health committee, finance and social welfare committee, and city traffic committee. With these expert committees, we contributed promotion of right, welfare, and vitality of local economy. Until June 30, 2010, we administrated the regular meeting (8 times), and the extra meeting (32 times)
  • 6th council( 2010.7.1.~ 2014.6.30 )
    The 6th council elected 23 representatives in district constituency and 3 in proportional representation in 10 electoral districts. So total 26 representatives were elected in the national election of the local government on June 2, 2010. The 6th council tries to its best to build new Songpa in which well matched for the real center of Seoul with developing Songpa as the pleasant and happy district for everyone.
  • 7th council ( 2014.7.1. ~ 2018.06.30 )
    The 7th council elected 23 representatives in district constituency and 3 in proportional representation in 10 electoral districts. So total 26 representatives were elected in the national election of the local government on June 4, 2014. The 7th council tries to its best to build new Songpa in which well matched for the real center of Seoul with developing Songpa as the pleasant and happy district for everyone.
  • 8th council ( 2018.7.1. ~ 2022.6.30. )
    The 8th council elected 23 representatives in district constituency and 3 in proportional representation in 10 electoral districts. So total 26 representatives were elected in the national election of the local government on June 13, 2018. The 8th council tries to its best to build new Songpa in which well matched for the real center of Seoul with developing Songpa as the pleasant and happy district for everyone.
  • 9th council ( 2022.7.1. ~ )
    The 9th council elected 23 representatives in district constituency and 3 in proportional representation in 10 electoral districts. So total 26 representatives were elected in the national election of the local government on June 1, 2022.
