Committee opening

When the chairperson admits it is necessary or the request from over 1/3 of the committee members during session. After session, when decision from the council, the chairperson admits it is necessary, the request from over 1/3 of the committee members, or local government head requests. The day will be decided by chairperson and vice chairperson. During the regular meeting, the committee will not be open. However, when decision from the council or the chairperson admits it is necessary, it is possible to open it by discussion with negotiation body members.

Committee proceedings

More than 1/3 of council members is council proceeding quorum. Majority members attending and majority of attending members agree is voting quorum. The agenda will be introduced by assenter and more than one other assenter. The committee member can state about the agenda without limit of time or number of times, it also can be limited by other special rules. This will be done by question and answer in the committee. The committee can listen from other council member, not committee member.

Deliberation about agenda

Explanation from the suggester→the report from the experts → question and answer → Discussion → the Decision (Vote) For more important agenda, an article-by-article discussion small committee will be constructed. For budget related agenda and more important ordinance, local government head must ow his/her own opinion.

Joint meeting

If the agenda is related with more than two committees, the committee can have the joint meeting with other committees and exchange opinions. The joint meeting is only for owing opinions and can not vote.

Public hearing

For more important or professional agenda, the committee can listen various opinions from experts in public hearing. The public hearing must follow certain procedure from related committee’s meeting. Just listening opinions from the persons concerned is not the official public hearing.

Evaluation report

After deliberation, the committee must submit result and others to the chairperson by email or written x-document. The chairperson distributes this report to council members before the main meeting and lets them know committee’s work, and introduce that agenda to the main meeting schedule. If committee member requests, the report ould have opinion of the minority. If the agenda is introduced to the main meeting, the chairperson must report committee’s deliberations and result. If the chairperson is busy, other committee member can do it.
